PROJECT OBJECTIVES

In reffering to public procurement from Social Care Board of Ventspils City Council during the time period from 2017. July ‘til 2018. February LLC “Dynamic University” produced the following document: “Social Care Development Strategy for Ventspils City for the year 2018.-2022.” (hereinafter – Social Care Strategy). The development of the social care is defined in national level political planning documentation and regulations, although in providing the social care large part is played by local municipalities that form social care offer and social care system corresponding with the local situation. Social Care Strategy was developed to implement purposeful and thought-out development of the social care in Ventspils city that corresponds with Ventspils residents’ needs and supports Ventspils city’s development goals.

PROJECT SOLUTIONS AND RESULT

Social Care Strategy formulates goals and produces tasks for development of social care in Ventspils city during the time frame of 2018. ‘till 2022. The production of Social Care Strategy is based in the analysis of the current situation in Ventspils city that in depth researched aspects as structure of residents, demographic tendencies, current supply of social care, resource availability for social care providers, e.tc. Production of the document involved the following steps:

• Analysis of political planning documentation and regulations with the goal to contextualize social care development in Europe, Latvia and Ventspils city;
• Data analysis provided by different departments of municipality;
• Analysis of statistical data;
• Discussions with interested parties, non-governmental organizations and social care providers in Ventspils city:
  • Focus group discussion about senior social care possibilities in Ventspils city;
  • Focus group discussion about child care in families and alternative care;
  • Focus group discussion about social care development for persons with physical disabilities and mental disabilities.
• In depth interviews with the decision makers and implementing parties of social policies in Ventspils city;
• Analysis of municipality’s client satisfaction survey;
• SWOT analysis.
