Review of the Performance Measures in the Area of Education within the Competence of the Ministry of Education and Science




At the turn of 2012, Dynamic University conducted a review of the performance measures in the area of education within the competence of the MoES based on the development planning documents and prepared recommendations for improvements to the list of performance measures.

PROJECT OBJECTIVE

The Ministry of Education and Science (MoES) concluded in the development planning process that very often there is no connection between the outcomes and outputs established by policy planning documents and their performance measures and that the number of those indicators is too big, thereby impairing the quality of performance measurement. At the turn of 2012, Dynamic University conducted a review of the performance measures in the area of education within the competence of the MoES based on the development planning documents and prepared recommendations for improvements to the list of performance measures.

As a result of the review, the following two deliverables were prepared and handed at the disposal of the MoES:

  • "REPORT ON THE REVIEW OF THE PERFORMANCE MEASURES IN THE AREA OF EDUCATION WITHIN THE COMPETENCE OF THE MoES” in Word;
  • "WORKSHEETS OF OUTCOMES, OUTPUTS AND PERFORMANCE MEASURES" in Excel.

PROJECT SOLUTION AND RESULT

Within the review framework, the analysis of performance measures contained in overall 9 (nine) development planning documents was conducted, an overview of the impact results and their presence in the respective documents, inter alia in the "Sustainable Development Strategy for Latvia until 2030", the National Development Plan 2007-2013, the National Development Plan 2014-2020, "Europe 2020" document, "Strategy for Smart, Sustainable and Inclusive Growth" etc.,

was provided as well as recommendations for improvements of the outcomes, outputs and their performance measures within the framework of the preparation of the Education Development Guidelines 2014-2020 were provided with a detailed outline of the regulatory framework, the advised sequence for various steps in the preparation of the Education Development Guidelines 2014-2020, the impact results to be included in the guidelines as well as the latest performance indicators proposed by the European Commission.

Exploring the individual outcomes, outputs and performance measures included in each development document, 570 outcomes, outputs and their performance measures were laid out in the worksheets as well as a template list of outcomes, outputs and their performance measures based on the regulatory provisions. The list will be a useful tool in the drafting of the Education Development Guidelines 2014-2020 and other future period development planning documents within the competence of the MoES.
