Ex-Ante Assessment of the Impact of the State Language Policy Development Solutions
PROJECT OBJECTIVE:
In summer 2014, commissioned by the Ministry of Education and Science (hereinafter – MoeSC), Dynamic University prepared an ex-ante evaluation of the impact of the state language policy development solutions for the period 2015–2020, including an assessment of the goal envisaged in the draft Guidelines for the State Language Policy 2015–2020 (GSLP 2015–2020) and the areas of actions and objectives planned for its achievement. PROJECT SOLUTION AND RESULT: In comparison with other national policy areas, the state language policy is special, taking into account both its meaning as a national symbol and the key element of the national identity as well as the consideration that the existence, development and sustainability of a language is directly dependant on its users and also certain factors whose interaction can have a significant effect on the planned policy results. The situation with the state language is also directly affected by the national policies implemented in other areas, i.e. justice, economics, domestic affairs, foreign affairs, education, science, welfare, integration and culture. |
Against this background, as a result of an in-depth examination and based on the 13 October 2009 Cabinet of Ministers Regulations No.1178 "Regulations for Preparing Development Planning Documents and Evaluating the Impact Thereof" a report "An Evaluation of the Planned Impact of the State Language Policy Development Solutions" was prepared. The Report contains a detailed evaluation of the state policy goal, action areas and tasks aimed at achieving the policy goal defined by the MoESC. Moreover, with a view to outline the relationships between the goal set for the next period and the action areas and tasks identified for its achievement as well as the objects of impact, a State language policy impact roadmap 2014–2020 was developed within the framework of the terms of reference, focussing on the society in Latvia and abroad and the Latvian language proficiency and skills of the society representatives and their usage of the language. |
