In summer 2013 the Ministry of Education and Science (hereinafter – MoES) entrusted  Dynamic University to develop an ex-ante assessment of education policy development solutions for the period 2014 - 2020, envisaging the evaluation of the envisaged goals, focus areas and tasks as defined in the Education Development Outlines 2014 -  2020 (EDO 2014-2020).

PROJECT SOLUTION AND RESULT

As a result of the undertaken expertise work, in line with the Cabinet of Ministers Regulations No. 1178 „Regulations on Drafting Development Planning Documents and their Assessment”, dd. 13 October 2009, a report „Ex-ante assessment of education policy development solutions” was developed, encompassing a detailed assessment of goals, governing principles and focus areas as defined by the MoES, as well as the valuation of the draft EDO 2014-2020 within the framework of the priorities of the European Union (EU) funds. Moreover, the report included SWOT analysis of goals as defined by the MoES, as well as an executive summary of the developed ex-ante assessment for inclusion in the final version of Education Development Outlines 2014–2020.

 Moreover, an individual report „Alternative solutions to the problems and entities impacted” was developed, in which:

• alternative solutions to the problems in the form of tasks and activities were developed taking into account the areas of concern as defined by the MoES, as well as the expected outcomes in the forthcoming planning period;
• in line with the topicalities not only in Latvia but also in the European education area, as well as tasks and activities defined by the MoES, the potential values of expected outcomes and the forecasted change were identified.
