By establishing the Foundation in 2010, its patrons Boriss and Inara Teterev undertook the mission to strengthen the value of culture as well as the importance of education and intellectualism in the modern society. With a view to enhancing outstanding, high-quality and competitive education within Central and Eastern Europe countries that enables individuals for creative and active participation in the knowledge-based economy, BITF decided to develop and implement a PROGRAMME FOR EXCELLENCE IN EDUCATION and involved the project team of Dynamic University in its development.

As a result of project implementation, a conception was developed within the framework of which the objectives, principles and the operational as well as the geographical scope of the PROGRAMME FOR EXCELLENCE IN EDUCATION were developed, analysing the impact of stakeholders and partnerships, stages of programme implementation and their contents. The final deliverable also envisaged the implementation of pilot projects in two Latvian HEIs: Art Academy of Latvia and Rīga Stradiņš University.
