Assesment of the general education program and secondary education profile course system




PROJECT OBJECTIVES

With the aim of developing an "Assessment of the general education program and secondary education profile course system" (hereinafter - Study) the Ministry of Education and Science (hereinafter – MoES) involved Dynamic University Ltd.

PROJECT SOLUTIONS AND RESULT

The Study was carried out between November 2016 and December 2016, and within its framework the following tasks were carried out:

  • scientific literature analysis;
  • study of foreign practices, which included the analysis of the educational content organisation and the analysis of expert opinions from five different countries (Finland, Canada, England, Scotland, Australia);
  • comparison of the structure of optional and compulsory subjects of five countries (1); (2) the structure of the examination system; (3) the division of responsibility within the education system (content and process of education); (4) implementation of distance learning models and approaches;
  • analysis of the previous educational content and process models in Latvia using information from expert interviews, the analysis included the following topics – goals of the Latvian education system; evaluation of the different stages of education system; educational content, education process and organization; the state examination system, the forms and types of assessment in schools; opinions on the MoES plans for the development of the education system;
  • the development of justified recommendations for further advancement of the national education institution educational content, process organization and the model of the state examination system in Latvia, specifying the conditions for their implementation and operation.

In order to obtain the necessary information, the following research method were used:

  • literature analysis;
  • analysis of legislation, policy planning documents and data;
  • secondary research;
  • in-depth, semi-structured interviews and analysis (5 foreign experts and 15 Latvian education experts).

As a result of the Study an appropriate "Assessment of the general education program and secondary education profile course system" was developed in order to meet the needs of the MoES, thus providing information on possible scenarios and rationale for the development of educational content and organization as well as the state examination system in general education and secondary education profile course system.
